The Harley Law Group mediates commercial, business, utility and other regulatory disputes and elder care dispute matters. Mr. Harley’s style of mediation is facilitative to assist the parties in making their own decisions and assess their respective situations. A Collaborative mediation style is also used which in which the mediation is more of an on-going process over several mediated sessions, as opposed to an event in traditional mediation. Collaborative mediation is often done in joint sessions with regulatory agencies and other parties to a dispute and may or may not include third-party subject matter experts.
Professional Background
Lewis K. Harley has over 28 years of domestic and international practice experience in private practice, general counsel to both public and private companies and as government counsel. Mr. Harley’s specialties include: White Collar fraud/ abuse civil and criminal litigation; Corporate Compliance and Integrity, Finance; International Commercial and Business law; legislative and regulatory issues and due diligence. Since 2010 has served as out-side general counsel for a regulatory compliance consulting practice responsible for FERC, NERC, Regional Reliability Organization and ISO reports, audits, self-reports, mitigation plans, enterprise risk, assessments and other reliability compliance related material; The Harley Law Group assist clients in developing, assessing and implementing standards of conduct and best practices compliance, ethics programs; Mr. Harley provides training board of directors on compliance, ethics and other corporate governance matters. Mr. Harley has successfully provided collaborative mediation for NERC regulatory enforcement sanctions cases as well as mediated FERC Coordinated Functional Registration disputes Additionally Mr. Harley has been responsible for oversight of mitigation plans filed in response to either self-reports or findings from regulatory audits; He reviews self-reports and conducts mock regulatory reviews prior to filing of those reports for FCPA, FERC and NERC matters. Mr. Harley has been lead litigation attorney for several major fraud/abuse; compliance violations and white-collar financial crime and healthcare fraud defense cases. In 2007 Mr. Harley was appointed as Independent Counsel to investigate the failure of Pacific Savings Bank in Asia/Pacific region and served as lead prosecutor. He has lectured nationally on fraud/abuse and compliance issues and for the Houston Bar Association on Offshore trust, banking, insurance, company formation; financial and ethics issues in 2000; Mr. Harley is an adjunct professor on at the Houston Community College for International Business Law at the HCC Spring Branch campus. He is an instructor for the Institute for Mediation on ethics and critical thinking. Mr. Harley is a member of the State Bar of Texas. He earned his Doctor of Jurisprudence degree in 1986 from South Texas College of Law. Mr. Harley is trained in advanced mediation, certified in online mediation and is an arbitrator with the Financial Industry Regulatory Authority (FINRA).
