Mr. Garcia practices in the areas of alternative dispute resolution as a mediator with an emphasis on family and divorce, special education and in the areas of public and private sector labor and employment matters.

Professional Background

Mr. Garcia has successfully represented municipal, county, state and federal law enforcement officers/agents before hearing examiners and before the MSPB. He has negotiated police Collective Bargaining Agreements with the cities of McAllen, Harlingen, Weslaco and Brownsville, Texas.. He has served as Rio Grande Valley Counsel for the Combined Law Enforcement Associations of Texas (CLEAT) and the Texas Municipal Police Association (TMPA). He has also served as General Counsel for the Rio Grande Valley National Border Patrol Council (NBPC) Local 3307. He has written and lectured on legal topics relating primarily to law enforcement collective bargaining, internal affairs investigations, use of force, critical incident responses and the U.S. Customs and Border Protection Use of Force Policy.

Mediation Experience

Mr. Garcia is a Labor Arbitrator and a Mediator. He is listed in the national Roster of Neutrals for the American Health Lawyers Association, National Arbitration and Mediation,  and for the Texas Comptroller of Public Accounts. He is qualified to preside over and mediate Labor and Employment matters, Health Care Controversies, Medical Peer Review Hearings and Property Tax Disputes. He is qualified to serve as a Special Education Mediator and is listed in the Roster of Neutrals with the Texas Education Agency. Mr. Garcia is qualified and listed as an Arbitrator and as a Mediator in the List of Alternative Dispute Resolution Providers for the United States District Court, Southern District of Texas
He holds an Advanced Credential conferred by the Texas Mediator Credentialing Association

Fees

Full Day Mediation Session (8 Hours): $1000.00 per party. $200.00/hour per party after 8 hours. Half Day Mediation Session (4 hours): $650.00 per party. $200.00/hour per party after 4 hours. Mini Mediation Session (3 hours): $550.00 per party. $200.00 per party after 3 hours. Travel beyond Hidalgo County, Texas: $200.00 per hour plus mileage and actual expenses.
